Resolutions taken in the Meeting:

Introduction

Government General Degree College Chapra has always upheld the spirit of the Indian Constitution in providing equal opportunities to all the sections in our society in the sphere of higher education, especially to the Scheduled Castes (SC), Scheduled Tribes (ST), OBC (Non-Creamy Layer) and Minorities communities who have been identified as the most backward groups. The Backward Class Cell and Minority Cell were established to support and empower the students of our College belonging to the backward and minority sections. The Indian Constitution includes Article 340, Article 29 and Article 30 for the protection and development of the backward and minority sections. As Article 14 of our Constitution postulates that, “The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India.”. The college commits to the spirit of the Constitution in protecting the rights of the students from these sections. The sole purpose of the Backward Class Cell of GGDC Chapra is to empower the SC, ST, OBC-A and OBC-B communities in the region for the holistic development of students from those communities. The college takes special interest in facilitating various supports to the students from these communities from government agencies and other possible sources. They are also encouraged to enroll for career orientation programs, which would empower and equip them with the necessary skills to choose a career option.

Aims

1. To guide and support the SC, ST, OBC and Minority students of Govt General Degree College Chapra, especially managing their academic and personal issues.
2. To ensure a safe and healthy environment for these students.
3. Immediate report of redressal of grievances related issues or incidents within the college campus.
4. To uphold the rights of these students and follow reservation rules as stated in the Indian Constitution
5. Keeping SC, ST, OBC and Minority students informed about scholarships and stipends offered by the State and Central Government, the UGC and other agencies.

Objectives of Sc/St Cell:

In the quest for inclusive and equitable higher education, India has taken significant strides to address historical disadvantages faced by marginalized communities, particularly Scheduled Castes (SC) and Scheduled Tribes (ST). One of the pivotal mechanisms to ensure their representation and empowerment within higher education institutions is the establishment of SC/ST Cell, mandated by the University Grants Commission (UGC). This essay explores the objectives of SC/ST Cell in Indian higher educational institutes, as outlined by UGC norms.

1. Ensuring Access and Equity: SC/ST Cell aims to facilitate equitable access to higher education for students belonging to marginalized communities.

2. Promoting Social Inclusion: This cell plays a crucial role in fostering a culture of social inclusion within academic spaces. By organizing awareness programs, sensitization workshops, and cultural events, they strive to create an environment where SC/ST students feel accepted, respected, and valued.

3. Providing Support Services: SC/ST Cell offers various support services to address the academic, financial, and emotional needs of students from marginalized backgrounds.

4. Monitoring Implementation of Reservation Policies: One of the key mandates of the SC/ST Cell is to monitor the effective implementation of reservation policies in admissions, faculty recruitment, and other academic processes.

5. Advocating for Policy Reforms: SC/ST Cell serves as the advocate for policy reforms aimed at enhancing the representation and participation of marginalized communities in higher education.

6. Research and Documentation: This cell undertakes research and documentation initiatives to generate empirical evidence on the challenges faced by SC/ST students in higher education.

7. Empowering SC/ST Students: SC/ST Cell empowers the students from marginalized communities by building their confidence, leadership skills, and self-advocacy capabilities.

Backward Class and Minority Cell Committee

Objectives of Other Backward Classes (OBC) Cell:

In alignment with the principles of social justice and inclusive growth, the University Grants Commission (UGC) of India has mandated the establishment of cells dedicated to addressing the needs of Other Backward Classes (OBC) and especially within higher education institutes in India.

1. Facilitating Access and Equity: OBC Cell aims to facilitate equitable access to higher education for students belonging to marginalized communities.

2. Providing Support Services: It offers a range of support services tailored to the specific needs of OBC. This includes academic guidance, counselling, financial assistance, and mentorship programs to enhance retention and academic success rates.

3. Promoting Cultural Sensitivity: OBC Cell plays a pivotal role in promoting cultural sensitivity and understanding within the academic community.

4. Monitoring Representation and Participation: OBC Cell monitors the representation and participation of OBC students, faculty, and staff in various academic and administrative processes.

5. Advocating for Policy Reforms: It serves as advocates for policy reforms aimed at addressing the systemic barriers faced by OBC in higher education.

6. Capacity Building and Empowerment: OBC Cell empowers students from marginalized communities by providing opportunities for skill development, leadership training, and civic engagement.

Objectives of Minority Cell

Government General Degree College, Chapra has established Minority Cell to empower the minority communities in the College for assisting them in their curricular, co-curricular and extra-curricular activities. The Cell has been set up to help minority students from the Muslim, Christian, Jain and other communities for the purpose of achieving the holistic development. The Indian Constitution includes Article 340, Article 29 and Article 30 for the protection and development of backward and minority sections. The College promises committment to the spirit of the Constitution in protecting the rights of students from these sections.

Objectives

1. To ensure equal opportunities for education of minorities.
2. To facilitate financial support to the students from these communities from Government as well as other sources.
3. To make the minority students aware of the various scholarship schemes of the State and Central Governments.
4. To encourage these students to enroll for courses, workshops, programs, etc. which the College offers to these students in an attempt to equip them with the skills needed for their careers.
5. To promote counselling for any emotional emergencies arising on account of any event in the College campus.
6. To provide these students with a grievance redressal mechanism in addition to the regular redressal system.

Duities & Responsilibities of Minority Cell

1. Ensuring an environment where students from these categories feel safe and secure.
2. Making students of these communities aware of the various scholarships programs of the Government of West Bengal and Government of India.
3. Motivating and assisting students from these communities to apply for the various scholarships mentioned above.
4. Collecting data about students who have received scholarships.
5. Collection of reports and information of Government of West Bengal, Government of India and UGC’s orders on various aspects of education of these categories of students.
6. Carrying out capacity-building programs for these students, as per the need.
7. Providing a mechanism to redress the grievance of these students from these communities.
8. Sending reports to the respective Govt. Departments/Commissions about the number of students enrolled.
